Start with the work and the responsible entity

For a Chinese business entering an overseas market, or an overseas operator seeking a China partner, begin with the activity to be performed. International transport, local fulfilment, customer introductions and market coordination involve different responsibilities. A recognizable group name does not identify the entity undertaking a specific task.

CEP Insight recommends recording the contracting entity, product scope, origin and destination, operating sites, subcontracted activities and the party responsible for exceptions. Ask for evidence relevant to that scope, with its date and source. A published alliance can explain a relationship; it does not replace the current written service terms or records of the proposed operation.

A service partnership describes intended cooperation

JD Logistics’ announcement of 21 July 2023 describes a strategic partnership with Geopost to develop international express services. It sets out intended China–Europe C2C and B2C shipping cooperation, tracking, returns and Amazon FBA-related services. This is JD’s account of the cooperation announced at that time, not an independent assessment of subsequent performance.

For a prospective customer, the useful next questions concern the particular route, eligible shipment, service entity and responsibility at each handoff. The announcement alone cannot confirm current availability, the commercial terms for a specific customer or results achieved across the two networks. Confirm those details through current documents before relying on them.

A completed business transfer has a different boundary

DHL Group’s release of 18 February 2019 reports the completed transfer of its Mainland China, Hong Kong and Macau supply-chain operations to SF Holding. It describes a ten-year arrangement involving a revenue-based partnership fee and support through trademark licensing, customer referrals, training and best-practice sharing. The release says DHL’s international express, freight transport and e-commerce logistics businesses were outside that transaction.

These are distinct elements of a historical commercial arrangement. They should not be condensed into a claim that SF acquired all DHL services in China, or that any provider using a related name has the same authority today. The release establishes what DHL announced in 2019; it does not verify the present implementation or availability of every element.

Read selection criteria within the company’s situation

In a 2022 original paper, TU Delft researchers Nguyen Thi Minh Hoa and Matéo Ménoury use the Analytic Hierarchy Process to evaluate five existing providers for one unnamed Vietnamese chemical-industry company planning expansion to Brazil. Three internal decision-makers assess cost, service, global network, industry experience and local presence. Industry experience and responsiveness to urgent occurrences receive the greatest priorities in this case.

The analysis considers direct Hai Phong–Sao Paulo shipments and excludes the inland transport legs. Its local-presence measure counts offices in Vietnam, not Brazil. The authors note the single-company scope, restriction to existing providers and influence of a dominant manager on the group judgments. It is a company-specific selection exercise, not a ranking for all markets or evidence of successful operations after entry into Brazil.

Make the comparison and its uncertainty inspectable

CEP Insight proposes agreeing the evaluation conditions before collecting scores. Define what each measure means: experience with which products, responsiveness to which incidents, presence in which country, and cost for which transport and handling stages. Keep requirements that a provider must meet separate from preferences that can be traded against each other.

For each candidate, retain the evidence, its period, the evaluator and any commercial relationship. Use the same shipment assumptions and cost boundary. Mark missing information as unresolved rather than assigning an invented performance value. Explain how a documented example differs from a representative record of completed work.

If a weighted comparison is useful, record who set the weights and why. Examine plausible changes in priorities and uncertain inputs, and show whether the preferred option changes. This is our suggested review step; the cited paper does not report a quantified weight-perturbation experiment. A score remains conditional on the candidate list, definitions, judgments and available evidence.

Turn the evidence gap into a scoped exchange

A useful cooperation brief states the target market, product and flow, proposed role, evidence already available and the decision still unresolved. Separate questions for a carrier or fulfilment operator from market research, introductions and local coordination. Agree the responsible parties, deliverables and review period for any advisory or Country Manager engagement.

This article is a selected-source analysis. The corporate releases describe the companies’ own historical arrangements; the study uses one company’s internal judgments. None establishes a partnership or official authorization for CEP Insight. Our proposed comparison supports an evidence-based discussion between Chinese businesses, overseas practitioners and research teams. Any service scope must be agreed for the specific task and market; these sources do not establish guaranteed entry, provider performance or a commercial result.

Conclusions

Partner evaluation requires a defined role, legal entity and market, comparable evidence within the same service scope, documented evaluator judgments and explicit information gaps.
