Identify the shipment and the unresolved question

CEP Insight proposes starting with the carrier, product, origin, destination and the party who purchased the transport service. Record whether the question concerns physical handover, an absent update, a destination identifier, attempted delivery or reported delivery that the recipient disputes. These situations require different evidence.

Use the sender’s order and dispatch records to connect the relevant identifiers. A page accepting a number does not establish that it describes the correct order, recipient or parcel. Confirm those relationships through the authorized parties before drawing a conclusion.

Distinguish an unchanged record from a confirmed delay

UPS explains that a long-distance shipment may have no new tracking update until the next scan location. DHL eCommerce’s portal FAQ describes milestone tracking and possible delays in partner-data updates. These explanations identify possible limits of the record; neither determines the condition of an individual parcel.

Our proposed review retains the last reported event, its event time, the time the page was checked and the current expected-delivery information. Ask the responsible operator whether an expected milestone is missing and whether the shipment has exceeded the applicable service expectation. Leave the cause unresolved until evidence distinguishes a data gap from a transport exception.

Check the handoff and the destination identifier

For a China–destination handoff, CEP Insight recommends asking the sender or service provider to confirm the destination operator, the identifier it accepts and the evidence connecting that identifier to the origin waybill. Compare the underlying event times and reporting parties, rather than only translated status labels.

Keep customs processing, release, transfer and destination-carrier receipt separate. A clearance record does not by itself establish physical receipt by the delivery operator. If the parties cannot supply the link, record it as an evidence gap and assign a follow-up owner; do not invent a destination number or guess the operator from its shape.

Review a disputed delivery within the actual delivery arrangement

UPS’s US support page advises checking possible delivery locations and people who may have received the parcel, then contacting the seller if it remains missing. This is US service guidance; local options depend on the selected product and delivery arrangement.

CEP Insight proposes retaining the recorded delivery time and location description, the applicable delivery instruction and any authorized proof. Distinguish delivery to a reception desk, collection point or nominated person from direct receipt by the named buyer. Record the recipient’s account separately from the operator’s record. A photograph or signature must be read for what it actually shows; an unresolved mismatch remains unresolved.

Use the correct enquiry route and record the case

USPS’s international enquiry guidance distinguishes origin, direction, service and filing period. It separates an enquiry from a claim. Its process cannot be applied to every express shipment or private carrier.

DHL’s Malta eCommerce FAQ and its portal FAQ provide different contact guidance. Confirm the relevant market and product before using a waiting period or contact route from either page. CEP Insight recommends checking current service instructions promptly, identifying who may submit the request, and retaining receipts, event records and the case reference. An enquiry does not establish loss or an entitlement to compensation. The table below is an editorial review framework, not a carrier’s claim form.

Source scope and reporting the uncertainty

Sources were reviewed on 12 October 2026. This analysis uses UPS US guidance, DHL eCommerce portal and Malta FAQs, and selected USPS international-enquiry provisions. Publication dates are not stated on the cited pages. The pages explain their own service processes; no live parcel, private API, claim outcome or universal service threshold was tested.

Our recommended customer update states the last confirmed record, what remains unknown, the operator or party handling the enquiry and the next agreed review time. Keep an investigation, a return and a refund decision separate. Use the existing source-correction or discussion channels to provide verifiable corrections.

Conclusions

Resolve tracking exceptions by connecting shipment identity, attributable event records and the correct enquiry procedure. Record an unknown cause explicitly, preserve conflicting evidence and assign the next action without treating an absent scan or a status label as a final finding.
