Start with the rules already operating
As of 12 October 2026, U.S. duty-free de minimis treatment remains suspended following its global suspension on 29 August 2025. In the EU, the temporary €3 customs duty started on 1 July 2026 for covered low-value distance sales up to €150; it is charged per declaration item, rather than once per parcel. Grouping depends on classification, description and, where required, origin. These are operational baselines. Determine the applicable treatment of each product and entry route with the declarant before updating a commercial offer.
Keep proposals out of live configuration
CBP’s 8 October 2026 low-value shipment filing changes are a proposed rule, not a blanket instruction to change today’s entry process. The European Commission schedules mandatory product identifiers for covered low-value EU distance sales from 1 November 2026. Record whether a change is implemented, proposed or scheduled, together with its source and effective date. Prepare data and test interfaces for upcoming requirements; activate changes only after confirming their actual applicability with the filing partner.
Validate product information before dispatch
A shipment’s departure from China and its goods’ country of origin are separate data fields. Keep defensible product descriptions, classification, value, origin and buyer details linked to the order and parcel identifier. Establish who supplies each field and who can correct it. Check mixed baskets and replacements as well as simple orders. Unresolved data should trigger a review before dispatch, reducing the chance that the destination partner discovers an avoidable information gap after arrival.
Quote the completed journey
A transport price alone cannot explain the customer’s final bill. Model product cost, carriage, applicable duties and taxes, declaration charges, payment handling and likely returns. Identify who bears each charge under the offer and confirm the carrier’s collection process. Test whether a changed basket changes the duty calculation, and avoid applying a single parcel surcharge to every order. Customer support needs the same explanation as checkout so unexpected collection requests can be resolved consistently.
Compare fulfillment options on equal terms
A destination warehouse may shorten delivery and simplify the customer handoff, but replenishment still needs an import process. Compare direct shipment from China with bulk replenishment and local fulfillment using the same product mix, demand horizon and service target. Include inventory financing, storage, unsold stock, return recovery and stockouts. Neither consolidation nor routing through a third country establishes a new origin by itself. Treat the resulting comparison as an operating decision supported by verified entry assumptions.
Give policy changes an operational owner
Assign a person to check official updates and reconcile them with broker and carrier instructions. Maintain dated assumptions for each destination and route, including responsible parties, required data, customer charges and fallback services. Recheck them before opening a lane or changing an offer. Monitor clearance time, data rejection, unexpected charges and margin after returns. This management framework does not determine a shipment’s legal or tax treatment; it helps the responsible specialists’ confirmed instructions reach daily operations.
The practical takeaway
Takeaway: Turn confirmed destination rules into accurate data, complete cost estimates and controlled changes to parcel services.
