Define the case

Define the shipment or repeatable case: product, origin, destination, transaction and service. Give the pack an owner, review date and version. State the decision it supports and the unresolved applicability questions. Requirements depend on the product, market and transaction; confirm local details with the relevant official sources and qualified partner before treating the pack as complete.

Keep a dated source basis

The WCO E-Commerce Package brings together its cross-border e-commerce framework and implementation materials. List the authoritative destination sources used for your case, their version or publication date, date checked and relevant provision. Record why each requirement applies, which evidence answers it and who reviewed that interpretation. Distinguish global background references from the requirements used for the shipment decision.

Index consistent records

Index the controlled product record, order, invoice and transport record against the same shipment or item identifier. Compare descriptions, values, origins and references; record discrepancies and how they were resolved. Link to the agreed record location and version instead of adding uncontrolled copies. Assign access responsibility so the reviewer can retrieve the evidence and information reaches only the people who need it. Give each handoff a link to that index so evidence remains retrievable.

Record the decision gates

Define the team’s checks before dispatch, who performs them and who can approve release or request further review. For each gate, record evidence, decision, reviewer, date and open question. Agree a stop or escalation path for missing information or unresolved differences. State the operating decision and its basis; internal approval alone does not establish that every local requirement is satisfied.

Preserve the exception trail

Link each query or correction to the original record. Log the question, owner, action and outcome, and keep earlier versions identifiable when evidence changes. Ask whether another colleague can reconstruct the shipment and understand the decision without relying on memory. Assign the next review and its trigger: a source change, new product or lane, or a recurring exception.

The practical takeaway

A useful pack lets another colleague reconstruct the shipment, the evidence reviewed and the decision made.
